Overview

Support for the unemployed in Italy is split among the national social security institute (INPS) which pays unemployment benefit (NASpI) and other benefits, the employment centres (Centri per l'Impiego, CPI) of the regions which register you and provide guidance and training, and the national agency for active labour policies (ANPAL). Those eligible receive a NASpI benefit equal to a percentage of their previous salary for a period depending on their contributions, and households without income the assegno di inclusione (ADI).

These systems require your cooperation: registering your availability for work, actively searching, attending courses and appointments and giving correct information. This guide explains the conditions of NASpI, its duration and amount, how to apply, your obligations, other benefits, training, what follows fraud, and how to object. This is general information that may change.

The unemployment benefit NASpI

You are entitled to NASpI if you lost your job involuntarily (dismissal, end of a temporary contract or resignation for just cause), and have at least 13 weeks of contributions in the previous four years, and were able to work and registered.

  • The duration of entitlement is calculated as half the number of contributed weeks in the previous four years, up to a maximum of 24 months.
  • The amount is about 75 per cent of the average monthly salary (with a cap) and falls 3 per cent each month after the sixth month (the eighth for those over fifty-five).
  • Tax is applied to it and it counts towards future contributions.
  • And if you resigned voluntarily without just cause you are usually not entitled.
  • There are special rules for seasonal and agricultural workers.
  • Check your entitlement amount via the INPS calculator.

How to apply and when

You have 68 days from the date your work ended to submit the NASpI application, and delay forfeits the right.

  • Submit the application via the INPS site with SPID or CIE or through a patronato (free) or the call centre 803 164.
  • You need your account IBAN and the last employer's details.
  • Then you register the DID (Dichiarazione di Immediata Disponibilità) via ANPAL or the employment centre, and sign a service agreement (patto di servizio).
  • The benefit is paid monthly after the decision.
  • Tell INPS within thirty days of any new job or self-employed income.
  • And you renew what permits are needed.
  • And if you get work on a contract of less than six months the benefit may be suspended and not cancelled, so ask.

Your obligations

You are asked to search actively for work, attend the appointments and courses to which the employment centre calls you, accept suitable job offers, and report any change in your situation (work, travel, income, family status).

  • The benefit may be suspended, cancelled or reduced if you refuse a suitable offer, ignore a summons or do not stick to training.
  • And work in nero during entitlement is an offence leading to repayment of amounts and fines and may reach prosecution.
  • Record all your job searches and messages.
  • You have the right to see your file and object to decisions.
  • And support services are offered such as career guidance, CV writing and interview preparation.
  • And contact your caseworker at any difficulty and do not stay silent.

Other benefits and income support

For households without income or with weak income there is the assegno di inclusione (ADI) through INPS under residence conditions (ten years of legal residence of which the last two continuous for foreigners) and by the ISEE indicator and the number of household members and presence of a minor, elderly or disabled person, and it is requested through INPS, a CAF or a patronato.

  • For those able to work aged 18 to 59 without these conditions the Supporto per la Formazione e il Lavoro (SFL) with a monthly amount during training.
  • For households with children the assegno unico universale monthly per child by ISEE.
  • And municipal and regional aid for housing, food and energy is available, and bonus sociali for bills.
  • To complete these applications you need a valid ISEE issued through a CAF or INPS free.
  • And ask social services about all options.

Training, guidance and objection

The CPI and regions offer free courses for the unemployed (formazione professionale) including Italian, digital skills and in-demand trades, the GOL programme (guarantee of retraining for workers), Garanzia Giovani for young people, and recognised professional certificates.

  • Ask your CPI adviser about courses suitable for your qualifications.
  • And the state supports self-employment projects through the NASpI anticipata, that is paying the benefit in one lump to start an activity, under conditions.
  • If your application is refused or your benefit reduced submit an administrative objection (ricorso amministrativo) to the INPS committee within three months, then to the court.
  • Use a patronato or a union (CGIL, CISL and UIL) or free legal aid.
  • And for urgent matters contact social services.
